The public sector can also have a strong sense of design
Amidst the wave of digital transformation, government agencies are rapidly embracing innovative tools and communication thinking. In March 2025, the Executive Yuan's Institute of Civil Service Development invited the Creative Media Marketing team to host two cross-departmental practical courses on "Canva AI Design Applications" to help agencies enhance their policy communication and visual presentation capabilities. This was more than just training in design skills; it was also a chance to practice a new way of thinking about "information translation."

Teaching structure and core themes
The two-day training focused on two main themes:
The first day focused on "AI Presentation and Visually Captivating Graphic Design," while the second day focused on "AI Short Video Animation and Editing." Both sessions utilized Canva AI as the core tool, integrating real-world examples, scenario-based exercises, and group collaboration to guide participants in creating visual design works that align with policy themes from scratch.
The course emphasizes both practical application and practical application. On the first day, participants learn how to use Canva to create presentation structures, design infographics, adjust color schemes, and utilize the branding toolset. The second day shifts to video applications, covering the complete process from script planning, resource sourcing, AI dubbing, subtitle animation, to short video output, comprehensively strengthening government agencies' content capabilities on social media and new media.

Group implementation: From policy visual cards to visualization
Unlike typical lecture-based courses, this workshop is designed to be hands-on. Participants will work in groups, choosing a policy topic from their organization, such as labor rights, fiscal and taxation systems, or disaster prevention and safety, and then using Canva AI to create a visual proposal.
Among them, a "Tax Saving Guide" policy card created by a student from a tax unit uses images with step-by-step instructions to immediately improve readability; while a team from the Ministry of Health and Welfare created a short video with the theme of "Three Steps to Healthy Living", successfully demonstrating the functions of AI subtitles and animation.

Students' wonderful feedback and gains
Based on on-site and post-class questionnaires, overall satisfaction reached a high of 4.75. Participants generally rated the most helpful aspects as "practical application of the branding toolset," "AI-generated image and text pairings," "how to convert policy materials into image cards," and "the amazing efficiency of automatic video subtitle generation."
Some students even said, "I used to think design was only for designers, but this class has taught me that I can do it, too"; "After this class, I can't wait to help overhaul our department's presentations."
Practical cases: Everyone is mobilized and can make their own materials
1. Public sector content also requires visual expression to help the public understand complex information more quickly.
2. AI tools can lower the design threshold, allowing non-professionals to produce materials independently.
3. Teamwork and implementation are the most effective catalysts for digital transformation.

Building digital communication capabilities, Canva becomes a new assistant for policy delivery
This collaboration between the Executive Yuan's Civil Service Human Resources Development Institute and Creative Media has enabled civil servants from various ministries and agencies to not only acquire practical skills in Canva AI but also gain a new understanding of digital design and visual communication. By leveraging image and video tools, policy communications will move beyond mere text to become accessible and memorable.
The Canva platform is not only easy to use, but also has functions such as cloud collaboration and brand consistency management. For government departments that emphasize efficiency and security, it will become an excellent digital tool for promoting government policies and communicating important policies.
